1. Preheat oven 350 degrees F
2. In 2 1/2 quart casserole dish, combine soup, milk, water, margarine and pepper.
3. Mix well
4. Stir in tuna, peas and rice.
5. Cover and bake for 1 hour 20 minutes
6. Uncover and top with French Fried Onions (or) Bread Crumbs till golden brown and casserole is bubbly.
7. Fried onions or bread crumbs may be omitted and topped with reduced fat cheese.
